El sistema electoral de un estado democrático debe propiciar por todos los medios la existencia de condiciones su?cientes para garantizar la libertad de expresión de la soberanía popular, hoy esta libertad se mani?esta de una manera plural como producto de la madurez política del ciudadano y como resultado de un proceso que ha permitido el nacimiento y participación de diversos institutos políticos en las tareas de impulsar programas y candidatos a través de los distintos niveles de representación popular que exige la estructura constitucional, entendida como forma de gobierno para la permanencia de las instituciones públicas.
