La existencia del programa se debe, de alguna manera, al cansancio de la Confederación al confrontar, mes tras mes, los pedidos de los notarios (empleados del Estado) para visitar Suiza; pedidos que no emanan de representantes de la profesión, sino de algunos diputados de la Duma Federal que pretenden pulir la formación profesional con excursiones a dicho país. Aunque sepamos que Suiza ampara varios tipos de notariado, entre ellos el estatal, el Departamento Federal de Justicia y Policía elige deliberadamente instaurar un notariado libre e independiente, de tipo latino, en Rusia.
